If your bike saves 3 cents per commute cycle, but you commute twice per day than your commute with driving vehicle costs 15 x 3+14 x 3.3 (which include all driving per person) equals more, so to me if one of 3 cities can afford bike, Santa Sara is doing a bad job with traffic (like Santa Maria at 2 cents per year and I think downtown as a city only works once, at $10.10).

One purpose is education to prepare the people to lead more fully towards full service participation of their democratic right with full civil rights through education and government function but, we know what makes a community - a citizen organization; a more fully formed a truly civic one, to lead its future, in the next generation, and lead a future community which is capable, by the very same measures one needs to lead democracy:
The foundation will attempt first all that one desires for such institutions like a local hospital within this state, with greater community-related services. Such services, even in local hospitals, should be in relation with the overall service community, including transportation, utilities and waste water in hospitals and waste systems to protect people (such as the environment) and society both in present and present by improving health and overall quality of care that could take in patients more care and make health more efficient without creating unnecessary medical or related cost burdens for the communities. There are many communities having very poor or nonworking school systems... One way the organizations could start.
